This bill sets up rules for animal testing facilities in Kentucky. It would require facilities that receive state funding to make retired research dogs and cats available for adoption, ban the use of state money for certain painful experiments as defined by federal law, and publish yearly public reports detailing how many animals are being tested, what research is being conducted, and where the funding comes from. Who it may affect: animal testing facilities, researchers receiving state funds, and Kentuckians interested in adopting retired research animals.
