Plain-language summary
This bill changes the rules for hauling building materials on state roads when a builder is constructing 10 or more homes within a one-mile area. Those builders would need to get a permit and enter into an agreement with the state Transportation Cabinet before being allowed to operate under existing weight limit exemptions. The agreement may require a financial bond, and any money collected must go toward maintaining the state roads used for that construction traffic. Who it may affect: home builders and housing developers, as well as residents living near active construction areas on state roads.
