Introduced: January 22, 2026
Last action: January 30, 2026
Plain-language summary
This bill would protect access to assisted reproductive technology, such as in vitro fertilization (IVF), in Kentucky. It would also establish in state law that a fertilized egg or embryo existing outside the human body is not legally considered a person, unborn child, or minor child under Kentucky law. This legal clarification is intended to ensure that fertility treatments can continue without legal uncertainty around the status of embryos created outside the body. Who it may affect: Kentuckians seeking fertility treatments such as IVF, as well as medical providers who offer assisted reproductive technology services.
