AN ACT relating to theft by failure to make required disposition of property.

This bill updates Kentucky's theft law to cover situations where someone rents property and then keeps it longer than the agreed rental period, preventing the owner from renting it to others. Under this change, holding onto rented property beyond the agreed time and depriving the owner of future rental income can be treated as a form of theft. It adds this conduct to the existing law on theft of services. Who it may affect: people who rent out property, such as equipment or other goods, and individuals who enter into rental agreements.
