Principles

The product reads as one trustworthy, neutral, accessible civic reference, closer to a reliable government tracking service than to a startup.

Legible over decorative
Dense legislative data, 1,400+ bills a session, has to scan. Whitespace, hierarchy, and restraint beat ornament.

Neutral, never editorial
Color must not imply a political position. A brand-critical constraint, not a preference.

Accessible by default
WCAG 2.1 AA is the floor. Every text pairing ≥4.5:1, and every control has a visible focus ring and a 44px target.

One token, one meaning
A single semantic set. No duplicate keys that let two components drift apart.
