HB428
Log in to followAN ACT relating to highway access.
Amend KRS 177.420 to prohibit the Transportation Cabinet or any county or city that maintains a limited access facility from requiring a property owner to pay compensation for any increase in property value attributable to the new access as a condition of allowing a property owner access.
Plain-language summary
This bill would change the rules around when a property owner can connect their land to a limited-access road. Currently, state or local governments may require property owners to pay a fee based on how much their property value increases because of that new road access; this bill would ban that requirement. Who it may affect: property owners seeking access to limited-access roads, and state and local transportation agencies.
