AN ACT relating to law enforcement records.

This bill changes Kentucky's open records law to allow law enforcement agencies to withhold records from the public when releasing them could reveal the identity of informants or witnesses who are not already publicly known. To qualify for the exemption, the agency must be able to point to a specific, explainable risk of harm to the agency or its investigation.
