HB601
Log in to followAN ACT relating to highway access.
Amend KRS 177.240 to prohibit the Transportation Cabinet or any county or city that maintains a limited access facility from requiring a property owner to pay compensation for any increase in property value attributable to the new access as a condition of allowing a property owner access.
Plain-language summary
This bill would change state law to prevent the Transportation Cabinet and local governments from charging property owners for any increase in their property's value that results from being granted access to a limited-access road or highway. In other words, if a new driveway or road connection raises a property's value, the government could not require the owner to pay that amount as a condition of getting access. Who it may affect: property owners seeking access to highways or limited-access roads maintained by the state, counties, or cities.
