AN ACT relating to highway access.

This bill would change state law to prevent the Transportation Cabinet and local governments from charging property owners for any increase in their property's value that results from being granted access to a limited-access road or highway. In other words, if a new driveway or road connection raises a property's value, the government could not require the owner to pay that amount as a condition of getting access. Who it may affect: property owners seeking access to highways or limited-access roads maintained by the state, counties, or cities.
