This bill would allow five Kentucky constitutional officers — the State Treasurer, Auditor of Public Accounts, Secretary of State, Commissioner of Agriculture, and Attorney General — to hire certain staff outside the normal state approval process for advisory and policy roles. It would also let those officers use executive orders to raise the pay of qualifying state employees up to the midpoint of their pay grade. This could change how those offices staff and compensate their workforces. Who it may affect: state employees working under the Treasurer, Auditor of Public Accounts, Secretary of State, Commissioner of Agriculture, or Attorney General.
