Plain-language summary
This bill changes who can qualify for Kentucky student financial aid programs. It would bar people convicted of violent crimes, crimes against minors, or certain other offenses from receiving aid, while also removing an existing rule that disqualified all convicted felons from the KEES scholarship program. The Kentucky Higher Education Assistance Authority would be required to create regulations putting these new eligibility rules into practice. Who it may affect: students applying for state financial aid or KEES scholarships, including those with prior criminal records.
