AN ACT relating to fiscal matters.

This bill changes the rules for how local governments can set up development areas, which are zones used to encourage economic growth and investment. It removes a minimum size requirement for these areas and updates definitions to distinguish between existing and new development areas, while also allowing new development areas to be created within already-established ones. These changes give local governments more flexibility in how they structure and expand development zones.
