This bill updates the rules for how legislators are appointed to committees that assist the Legislative Research Commission, the agency that supports Kentucky's General Assembly. It sets a specific timeline requiring appointments to be made in January of odd-numbered years, vacancies to be filled within 30 days, and directs the Senate President and House Speaker to jointly appoint co-chairs for these committees. The emergency declaration signals urgency, though the changes themselves take effect January 1, 2027. Who it may affect: state legislators and the staff and agencies that work with the Legislative Research Commission.
