This bill requires Kentucky school districts to set up an official, trackable system as the only approved way for school employees and volunteers to communicate electronically with students. Parents can give written permission for exceptions, and anyone who breaks these rules must be reported to school leadership and the state's teacher licensing board. The bill also sets timelines for investigations and protects the identities of complainants and minors involved in certain complaints.
