AN ACT relating to administrative regulations and declaring an emergency.

This bill changes the rules that govern how state agencies create administrative regulations in Kentucky. It redefines what counts as a "major economic impact" and places new limits on the authority of state agencies to issue those regulations. Because it was declared an emergency measure, it would have taken effect on March 31, 2025, if passed. Who it may affect: businesses, individuals, and organizations subject to state agency regulations, as well as the agencies themselves.
