AN ACT relating to Kentucky residency in the postsecondary educational system.

This bill would change the definition of Kentucky residency for public colleges and universities to require that a student be a U.S. citizen, national, or permanent resident. Under this change, students who do not meet those immigration status requirements would not qualify as Kentucky residents for purposes of in-state tuition and enrollment. This affects how postsecondary institutions determine who pays in-state versus out-of-state rates. Who it may affect: college students and prospective students whose immigration status may not meet the proposed residency requirements, as well as Kentucky public colleges and universities.
