AN ACT relating to parental rights.

This bill adds protections for Kentuckians with disabilities in adoption and parenting cases. It prevents courts and agencies from denying adoption applications or terminating parental rights based solely on a parent's or applicant's disability. It also requires that adaptive or support services be offered and that the state keep records of any disability-related placement refusals for two years. Who it may affect: Kentuckians with disabilities who are parents or seeking to adopt, as well as children in the foster care and adoption system.
