Plain-language summary
This bill updates Kentucky's waste tire program by closing a loophole that previously allowed people who store waste tires for resale to avoid program requirements, while also extending a registration exemption to retailers who sell used tires, putting them on equal footing with new tire sellers. Businesses that sell new or used tires and are not exempt would be required to register with the state's waste tire program. Who it may affect: tire retailers, used car dealers who sell tires, and businesses that store or resell waste tires.
