This bill creates a legal framework for a new category of vehicle called a "street-legal special purpose vehicle," allowing these vehicles to travel on public roads under certain conditions. Key rules include a 20-mile limit on highways that have centerline pavement markings, and owners must register their vehicles and follow existing motor vehicle laws. The Transportation Cabinet is directed to set additional rules for how these vehicles may operate. Who it may affect: owners and operators of special purpose vehicles, such as utility or off-road style vehicles, who wish to use them on public roads.
