This bill updates Kentucky's driving under the influence laws by adding three specific substances, clonazepam, cyclobenzaprine, and fentanyl, to the list of controlled substances that make it illegal to operate a vehicle. It also requires that drivers be clearly informed of the consequences of refusing a blood test, including license suspension. Additionally, the state Transportation Cabinet must destroy driving records for moving traffic convictions that are more than 10 years old. Who it may affect: licensed drivers in Kentucky, particularly those prescribed controlled substances, as well as anyone subject to traffic conviction records.
