AN ACT proposing to create a new section of the Constitution of Kentucky relating to Medicaid expansion.

This bill proposes a constitutional amendment that would permanently write Medicaid expansion into Kentucky's state constitution, protecting the health coverage program from being eliminated by future state action. If the legislature approves it, Kentucky voters would see it on a general election ballot and decide whether to ratify or reject it. Enshrining expansion in the constitution would make it significantly harder to roll back coverage for the hundreds of thousands of low-income Kentuckians who currently rely on it. Who it may affect: low-income adults currently enrolled in expanded Medicaid coverage, and voters statewide who would cast ballots on the amendment.
