Amend KRS 189.505, relating to motor vehicle racing, to prohibit knowingly promoting, organizing, or facilitating a motor vehicle race upon any street or highway; amend KRS 189.993 to establish enhanced penalties for a violation of KRS 189.505, including vehicle impoundment, driver's license suspension, and forfeiture of a motor vehicle; amend KRS 186.560, relating to driver's license suspension for violations of various penal and traffic laws, to provide that a person with a second or subsequent violation of KRS 189.505 shall be subject to suspension of his or her driver's license.
